The Ledwidge Loop Rally Sprint will be held under the General Competition Rules of the Canadian Association of Rallysport (CARS), the current National Rally Regulations of CARS, the current Atlantic Region Motor Sports inc. (ARMS) Rally Regulations, and these Supplementary Rules and Regulations.

Status of the Event:

The Ledwidge Loop Rally Sprint is round 1 of the 2013 BAC performance rally series.

Venue:

Airport Lane, Tennecape, Nova Scotia

Start and Finish is at 45’14 06 N 63’49 34 W at the cross road intersection.

Schedule:

July 20 13:00 Two pass Recce (detailed information below)
July 21 9:00-11:00 Two pass Recce (Optional alternative)
July 21 10:00 On site Registration opens
July 21 11:00 Registration Closes
July 21 11:00 Introduction of Officials / Drivers Meeting
July 21 12:00 Car 0 starts
July 21 17:00 Car 0 approx. finish
July 15 18:00 Results

The Drivers meeting is mandatory. The driver and co-driver of every team competing in the event must be present. Teams not represented at the meeting are subject to a fine of $50.00. Roll call will be taken!

Logbooks will not be issued at the event. Competitors wishing to receive an inspection for logbook purposes should arrange this with their local scrutineer prior to the rally.

Description of Event:

This is a Rally Sprint Event consisting of 6 x 3km. Special Stages to be run on the closed gravel and dirt roads of Ledwidge Lumber in Tennecape NS. The event will consist of 18km. of stages and approx. 12 km of transits. The stages are single lane in width with varied surfaces, ranging from smooth gravel to packed soil.

The event is organized in such a way as to allow for multiple driver cars.

Fuelling - as per CARS regulations:

All Service Crews must have at least one fire extinguisher with a minimum UL rating of 40BC or 2-20BC in their respective service area. The fire extinguisher shall be easily accessible and in an area visible to anyone within the teams' respective service spot.
There will be only one refuelling area located at the service area. Refuelling at other locations during the rally shall be deemed to be illegal service and may be penalized according to NRR VII.C. Commercial fuel is not available at the start location. Fuel is
available en route to the start location at the ESSO noted in the directions.
NOTE: Refuelling of any vehicle is not permitted in service area.

The entire route lies within:
Latitude: 45º 14’ 00” to 45º 16’ 00”
Longitude: 63º 49’ 00” to 63º 53” 00”
Altitude: Min: 36m Max: 67m

Entries:

Entries will be accepted until the close of Registration (11:00 a.m. Sunday, July 21, 2013). The maximum number of entries to be accepted will be 12.
NOTE: There will be a $25 administration charge for NSF Cheques.

Entry Fees:

Regular fee for entries - $150.00CDN.
Cheques must not be post-dated later than July 21, 2013

Refunds and Withdrawals:

In accordance with CARS General Competition Rules [GCR’s] Organization of Events.

Quote:
4.9 Withdrawal
An entry may be withdrawn:
[a] without penalty, up to 48 hours before the start of registration;[b] with up to 25% of the entry fee in penalty, less than 48 hours before the start of registration (percentage at the organiser's discretion);[c] with up to 100% of the entry fee in penalty after the opening of registration (percentage at the organiser's discretion). The withdrawal shall be made in writing by facsimile or by email. An entrant or competitor accepted to take part in a competition who withdraws other than in the above manner or who does not take part in that competition but takes part in another on the same day may be held in violation of these GCR’s. Refunds will be paid by cheque with in 10 days of completion of the event.


Seeded Draw:

The Seeded Draw to determine starting positions will be held at #2434 Airport Lane, Tennecape, Nova Scotia. Draw will take place from all paid and complete entries received prior to 11:00 on July 21, 2013.

As per NNR B.XI.B.1, The Organizers may, with approval of the Senior Steward, place any driver in a higher seed or in a specific position in the Start Order to reflect their demonstrated speed in previous stage events. If any competitors believe they should be moved to a higher seed than their current CARS seed group, they should provide results from previous stage rallies which demonstrate this, to the event organizer prior to the seeded draw. The results of the seeded draw will be made available at the Drivers Meeting.

Vehicle Identification:

All competitors will be provided with window marking numbers as required. Competitors may be required to display event and/or sponsor decals as provided by the organizers.

Documentation:

1. A self declaration will be submitted upon registration that declares that the crew has the following:
(a) Provincial, or equivalent, driver's licence for any crew member listed as a driver;
(b) Vehicle registration for the competition vehicle and any service vehicle;
(c) Third person liability insurance covering such vehicles.
The registrar may choose to verify compliance with any aspect of the self declaration.
2. The following documents must be shown upon registration:
(a) Written permission from a parent or guardian for participation in the rally for persons under the legal age of majority for the province(s) in which the event takes place.
1. A.10 Competitors are reminded that they must be members of an ARMS affiliated club in order enter in BAC performance rally events.

Eligibility:

All CARS vehicles must comply with current CARS Rally Regulations. US licensed competitors and US plated vehicles must comply with current RA/NASA Rally Regulations. The organizers may place RA/NASA classed vehicles into appropriate CARS classes.

A signed, self declaration must be submitted at registration that declares that the competing vehicle is a) road worthy and b) that the following items are operating properly:

a) Running lights;
b) Horn;
c) Wipers;
d) Reverse light;
e) Brakes;
f) Exhaust.

The scrutineer may choose to verify compliance with any aspect of the Vehicle Self Tech declaration.

Awards:

Results and Awards will be available at the Hants County Pub after the event.

Accommodations:

There are accommodations in Truro, 45 min east of the event site.

Recce:

A two pass recce will be provided for all competitors to write stage notes. Teams will be started at 2 minute intervals, starting promptly at 1:00 pm Saturday July 20.

While on the stage roads, the following conditions will be penalized:

- Reversing. Exceeding maximum recce speed of 50 kmph (remember this road is open to other traffic; the vehicle you meet could be an 18 wheeler).
- Driving without due consideration for other road users.
- Taking additional passes.

Competitors guilty of any of the above will be assessed the following penalties:

- First offence a FINE (amount at discretion of Steward) plus a personal meeting with the event organizer and steward to present the reasons why you should be allowed to continue in the event.
- Second offence, a substantial fine plus an additional personal meeting with the event organizer and steward to present reasons why you should be allowed to continue in the event. If reasons presented are not valid you will be excluded from the event. Entry fees will not be refunded.

Any rally competitors found on the stage roads outside the official recce time within 60 days prior to the event will be deemed to be practicing and as such will be subject to the usual CARS sanctions and will be excluded from the event

Miscellaneous:

The service location is at the start/finish of the rally and is the only area where servicing is permitted.

Notice to all Production Class competitors: National Rally Regulations NRR II.H.4. (d): It is the entrant’s responsibility to provide manufacturer’s documentation such as sales brochures, workshop manuals, service bulletins, etc., where necessary to substantiate the eligibility of the vehicle and its components. Any vehicle, which has its eligibility, questioned, and cannot provide documentation as above, may be moved to the appropriate open class (Group 2, Group 5 or Open).

All officials of the event (including marshals, radio personnel, traffic control, etc.) shall be deemed judges of fact and as such may point out any infraction of the Rally Rules and Regulations to the Organizer.

Organizer prepared books containing route following instructions will be provided to all competitors.

route 236 and 354. SI NOEL WALTON.
2. 5.18 Esso on left.
3. 5.91 SA Findley Road on right. Note Hants County Pub for after the
event.
4. 12.96 SA past Hardwood Hill Road
5. 13.53 Tee Left at Stop. 354 ends. JCT 215. 215 West SI Walton Windsor
Do NOT go to Burntcoat.
6. 17.67 SA at cross road. Burntcoat Road on right.
7. 23.93 SA Causeway SI Tennycape
8. 24.23 Turn Left Picnic Area Airport Lane Civic # 2434
9. 24.50 Air Field on Left (do NOT go on the air strip)
10. 24.85 SA Gate
11. 25.98 SA past road on Right
12. 26.87 SA past road on Left
13. 30.31 Main Time Control/Service at the cross roads. Roads straight
ahead and left are reserved for competitors. Volunteers turn right and
part on the side of the road.
